Col. Ephod Shang is Director at Air Force Reserve Recruiting Directorate and Commander, 367th Recruiting Group, Robins Air Force Base, Georgia. He serves as advisor to the Air Force Reserve Command Commander, Vice Commander, senior staff and Numbered Air Force and Wing Commanders and staff on reserve recruiting matters. He leads in the oversight of more than 450 military and civilian personnel at 240 locations world-wide. Additionally, he provides direction for four AFRC recruiting squadrons and division operations of the AFRC Recruiting Directorate, which consists of three main divisions, the Commander’s Support Staff, Higher Headquarters liaison teams, and the Commander’s Inspection Program.
Col. Shang enlisted in the Air Force Reserve in 1983 as an aircraft maintainer and received his commission in 1996 as an Intelligence Officer. He served as Wing Intelligence Chief at the 514th Air Mobility Wing leading intelligence capabilities supporting airlift and refueling operations, in garrison and abroad. He served as language recognition research program manager for Homeland Defense technology at the National Security Agency. As Director of Operations for the 22nd and the 29th Intelligence Squadrons, Col. Shang oversaw an accumulative of 1000+ active duty intelligence personnel instrumental in executing and delivering Signals Intelligence capabilities to national decision makers and to Air Force, Joint and Combined, tactical warfighter operations. He served as Executive Officer to the AFRC Director of Intelligence from initial operational capability and is the plank holder for the inception and standup of the AFRC/A2 Intelligence, Surveillance and Reconnaissance Operations Division. In addition, Col. Shang served as Division Chief of ISR Plans and Programs that led to the stand up of AFRC’s first ISR Group and seven Intelligence Squadrons from concept to execution. He was selected for career broadening as the Commander, Northern Recruiting Squadron, in the accession of enlisted recruits, health professions and officer candidates for a career opportunity in AFRC in the northeastern and northcentral regions of the United States spanning 19 states. Col. Shang was hand-picked to return as Division Chief for ISR Operations, in order to expand and lead the organizing, administering, recruiting, instructing, training and equipping of the Command's more than 3,300 ISR assigned billets across AFRC Numbered Air Forces in air, space and cyberspace missions; the ISR Wing, its two ISRGs and 14 Intelligence Squadrons; and Individual Mobilized Augmentees to ensure successful Joint, Agency, Combatant Command and Major Command Total Force Integration into DoD/AF-wide ISR/Intel missions. He was appointed as the AFRC Intelligence Chief of Staff responsible for operations at HQ AFRC Intelligence, leveraging all other intelligence divisions and command resources.
In his prior assignment, Col. Shang served as the Reserve Advisor to the Director of Air Combat Command, Intelligence, Surveillance and Reconnaissance Directorate for HQ ACC, Joint Base Langley-Eustis, Virginia. He was responsible to optimize communications, engage in strategic planning, enable operations integration, and to advise the ACC intelligence and senior staff on policy, guidance, direction, training, and integration of Air Force Reserve intelligence resources to ACC and subordinate organizations. Additionally, he gapped for 20-months as the Acting Reserve Advisor to the COMACC, working across ACC directorates and Numbered Air Forces, and led the ACC Reserve Advisor team to ensure synergy of efforts for AFRC resources across ACC while leading the transfer of ACC equities contributing to the standup of U.S. Space Force.
